Looking at Ryohei's character, he is definitely a person who wants to be prepared by all kinds of problems that might come along his way. This is his way of doing things and it worries Tsuna that he just might over do his training and exhaust his strength before his test. But in reality, Reborn has set this all up so that Ryohei could release some of his energy because he have noticed that he had already build up too much energy while waiting for his test. Meanwhile, the guardian of the cloud ring has already appeared before Hibari and told him that he will deem him worthy of the inheritance if he proves that he is worthy. The choice is now upon Hibari on whatever method he chooses to be deemed worthy but it seemed that he has no interest at all. This force all the guardians to convice him to take the test but Hibari is too stubborn and would not listen. Reborn has confronted Skull about the way Hibari acted because after all he is his student and as a tutor, if Skull does not have a contingency plan to solve this problem, he will be deemed lackey as a tutor. This fired up skull and so he began to gather his courage and confronted Hibari by threatening to fire cannons using his balloon ship. The confrontation commenced which forced Skull to initiate the first attack. Meanwhile, Hibari and Ryohei are blocking the missiles to avoid the school from being damaged. Hibari used his vongola box and attacked skull which damaged his ship leading it crashing towards the school.
